Morning: Amsterdam museums
Rainy days are when Amsterdam earns its keep. Start at the Rijksmuseum for a 09:00 opening slot (€22.50, booked online). Two hours is enough for the Gallery of Honour and 17th century wing without museum fatigue. Cross underground via the Museumplein tunnel to the Van Gogh Museum (€22, book a 11:30 slot). Lunch at the museum cafe or at the Cobra Cafe on Hobbemastraat, both within 100 metres of exits.
This is the tightest museum cluster in the country. Museumplein is your rainy-day insurance policy: three world-class collections and the Concertgebouw all within a 400-metre circle. The Stedelijk is the third option if Van Gogh is booked out.
Afternoon: Haarlem indoors
Take the 14:30 train to Haarlem (15 minutes). Walk the 200 metres from the station to the Teylers Museum (€16), the oldest museum in the Netherlands, opened in 1784 with its original cabinets intact. It is dry, warm, weird, and the kind of place you leave wanting to reread your school science books. Two hours easy. Cross the Spaarne to the Grote Kerk and duck inside to hear the Muller organ if there is a recital scheduled (check haarlem.org).
Dinner at Jopenkerk, the brewery inside a deconsecrated church on Gedempte Voldersgracht. It is 3 minutes walk from the Grote Markt and has its own beers on tap. Sleep at Hotel ML on Klokhuisplein, 60 seconds from the restaurant door.

What if it rains for my whole trip?
Extend the museums: add the Frans Hals Museum in Haarlem, the Scheepvaartmuseum in Amsterdam and the Zuiderzeemuseum's indoor section in Enkhuizen. Together with Museumplein that is 20+ hours of indoor content.
Is Zaanse Schans worth it in rain?
No. The mills are outdoor and the paths turn muddy. Save it for a dry day and swap for the Zaans Museum indoors if you must go.
